The Composition of the Council shall be as defined in Section 12 of the University Act.

  • All External members of Council shall hold office for four (4) years unless the Council is otherwise.
  • All Internal members of Council shall hold office for two (2) years and be eligible for re-election for a final term unless they ceased to be members of the appointing bodies such as Senate, Congregation and Convocation.
  • Bursar and University Librarian shall be in Attendance.
POWERS AND FUNCTIONS OF THE COUNCIL
  1. Participation in making, amending and revocation of the Statutes of the University;
  2. Make Acts for any purposes for which Acts are or may be authorized to be made;
  3. governing-council, manage and regulate the finances, accounts, investments, property, business and all affairs whatsoever for the University, and for that purpose, appoint bankers and any other officers or agents whom the Council seems expedient to appoint, and to cause proper books of account to be kept for all sums of money received and expended by the University and for the assets and liabilities of the University;
  4. Borrow money on behalf of the University;
  5. Invest any money belonging to the University;
  6. To sell, buy, exchange, lease or accept leases of any real or personal property on behalf of the University;
  7. Provide buildings, libraries, laboratories, premises, furniture, apparatus and other equipment needed for carrying on the works of the University;
  8. Enter into, vary, perform and cancel contracts on behalf of the University;
  9. Affiliate other institutions or branches or departments thereof and to recognize selected members thereof as teachers of the University;
  10. Enter into agreements for the incorporation in the University of any other institution and for the taking over its rights, properties and liabilities;
  11. Appoint all members of the academic staff, the Registrar and the Librarian, and all other staff on the recommendations of the A&PC on such terms and conditions as the Council deems fit;
  12. Appoint external examiners on the recommendations of the Senate;
  13. Provide for the welfare of all persons employed by the University and the wives, widows and dependants of such persons;
  14. Call for reports from the Senate on any matter relating to the instruction and teaching in the University;
  15. Encourage and make provisions for research within the University;
  16. Subject to the prior approval of the president, delegate its powers or duties, except the powers relating to making, altering or annulling of Statutes, to the Chairman of the Council, the VC, the Board of governing-councilors of an Institute or other Units of the University, or to any Committee appointed by the Council consisting member(s) of the council.
